The BACS Decree: inseparable from the Tertiary Decree
The Tertiary Decree sets a progressive reduction in energy consumption (-40% by 2030). To get there, the BACS Decree is its enforcement arm: it mandates the automation and control of buildings’ HVAC and electrical installations. With only 16% of tertiary buildings (>1,000 m²) equipped today, this new framework targets an equipment rate of 50% by 2030.
In buildings, you can only improve what you measure. Connected BMS and automated control are no longer options: they are the compass needed to turn regulatory constraints into energy savings.»

IBS exclusive: launch of the BACS energy label calculator
To guide project owners, specifiers and installers through compliance, LACROIX is presenting its online BACS energy class calculator in preview at the show.
Available through a secure web portal, this decision-support tool makes it possible to:
- Quickly assess the state of existing HVAC installations.
- Identify the building’s energy class under standard NF EN ISO 52120-1 (classes A to D).
- Simulate the improvements needed to reach the top performance classes (A and B).
A complete offer: from HVAC control and heating and cooling networks to Smart Lighting
Through its system of connected solutions, LACROIX demonstrates a global approach to energy efficiency:
- HVAC regulation & heating and cooling networks: with the connected SOFREL B4TH controller, LACROIX meets buildings’ interoperability requirements (native support for BACnet, Modbus and M-Bus protocols). These technologies also extend to urban cooling networks, an emerging market backed by the PPE3, which aims to triple the number of networks and connected buildings in France by 2030.
- Smart Lighting: public lighting accounts for a major share of the electricity bills of local authorities and tertiary campuses. It is now managed dynamically through LACROIX’s Tegis ecosystem and SensyCity detection solutions. Adjusting light intensity to actual use delivers substantial energy savings (up to -70%) while improving site security.
An eco-designed approach for more sober enclosures and controllers
For LACROIX, a building’s energy efficiency rests on hardware that is itself exemplary. Since 92% of the carbon footprint of its solutions comes from energy consumption during the use phase, LACROIX applies a rigorous eco-design approach across all its hardware and enclosures.
Using an internal 20-criteria assessment grid (sourcing, materials, manufacturing, operational sobriety and end of life), LACROIX designs housings and enclosures that are more compact, more repairable, and fitted with optimized electronic components.
At LACROIX, eco-design is a measurable, shared performance indicator. It enables our R&D teams to weigh every technical choice so as to deliver sober, useful and durable equipment across its entire life cycle.»
