To compensate for fluctuations, the major transmission system operators are responsible. They must provide between 5,000 and 6,000 MW of balancing energy at all times. This applies to both positive and negative balancing energy to address both excess demand and supply. Monitoring of the Low Voltage helps ensure the stability of these reserves, which can balance fluctuations within seconds (primary reserve), five minutes (secondary reserve), fifteen minutes (minute reserve), or hours (hourly reserve).
